Add Dutch in language selection

It is weird why in the Dictate function in OneNote the Dutch language is not supported. If I open Word and use the dictate function over there, the Dutch language is easily available, and zillions of other languages, currently not shown in OneNote dictate function?!
Is this caused by different Microsoft development teams not knowing of each others existence? I am led to believe this can be resolved pretty quickly and also removes an apparent inefficiency within the company.

What is taking so long to add the Dutch language to the list of `Speech to text` languages....
OneNote is good for taking minutes, but I get really tired typing them directly in the note-page instead of staying directly involved in a conversation.
Want to use Onenote for the class, but would like when the Dutch version for immerse reading.
Cortana still refuses to support Dutch, but hopefully OneNote learning tools will provide support for the dutch language.

Can we import voices from other software? (Kurzweil or ..)
